PACIFIC PALISADES, CA, UNITED STATES, September 1, 2026 /EINPresswire.com/ — Syd Leibovitch, founder and president of Rodeo Realty, has organized a community meeting for Pacific Palisades homeowners, contractors and business owners on Wednesday, September 9, from 6:00 to 7:30 p.m. at 839 Via de la Paz.
The gathering is the first public meeting of Together We Have More Power, an open community forum Leibovitch launched to give residents a single, louder voice on the issues holding up the rebuild.
The Rodeo Realty building where the meeting is being held, is a commercial property Leibovitch owns which still has no electricity.
Across the Palisades, homeowners report finished or nearly finished properties sitting empty while they wait on the Los Angeles Department of Water and Power (DWP) to connect service, approve temporary power, or simply return a call.
Everyone rebuilding in the Palisades is having these issues with the DWP.
Leibovitch, who owns commercial and residential properties in the Palisades and is rebuilding, says his own properties illustrate a pattern residents are seeing everywhere: a home on Radcliffe Avenue completed months ago and still waiting on a connection, roughly four months of waiting for temporary power on Cumbre Alta Court, and an ongoing struggle to obtain a temporary power permit on Chastain Parkway.
“All we need is for the DWP to hire just a few more inspectors,” Leibovitch said. “You can’t build a house without power, and you can’t complete a house without power.”
Residents describe phone numbers that go unanswered, emails that take weeks, and waits of two to six hours at the Palisades Inspections and Permitting Support Center. Meanwhile, loss of use coverage on many insurance policies is running out, leaving families paying rent somewhere else with no date for going home.
Leibovitch is careful about where he points. He credits the Los Angeles Department of Building and Safety inspectors: “They’ve been great,” he says. The issue is the DWP – and it’s a very fixable problem: All the Palisades needs is a few more DWP inspectors to cover the backload.
“We are not asking for a lot,” Leibovitch says, “All we want is for them to add a few DWP inspectors.” Home and business owners rebuilding in the Palisades agree.
Leibovitch has raised the delays with the office of Mayor Karen Bass and with Councilwoman Traci Park, whose office submitted a formal request to LADWP for improved response times. The September 9 meeting is intended to move that from individual complaints to a collective one. Together We Have More Power is a community forum, not an organization.
“One homeowner calling the DWP is a nuisance,” Leibovitch said. “Hundreds of business and homeowners saying the same thing at the same time is a problem they have to solve. That is the whole idea. Together we have more power, in both senses.”
Rodeo Realty’s role is limited to getting the effort started and providing the room. The brokerage’s own Pacific Palisades office burned in the fire.
